If I have this Unit and GD02-069 Zeta Gundam in play but there are no friendly Bases in play, can Zeta Gundam rest this Unit instead of a Base and activate its 【Activate･Main】 effect?
No, it cannot. When you rest your Base, this effect enables you to rest the Unit instead, so if the prerequisite Base isn't present, the Unit cannot be rested in place of it.
