Yes, you can.

Yes, you can.
If there are two Units that are Lv.3 and one Unit that is Lv.5 on my opponent's field, does "choose 1 enemy Unit with the lowest Lv." in the second effect choose one of the two Units that are Lv.3?
Yes. If there are multiple Units with the lowest Lv., choose one from among them.
If a Unit paired with a Pilot is returned to the bottom of the deck with this second effect, which player determines what order to return them in?
