If there are no Pilot cards that are Lv.5 or higher in my trash, can I play this card and choose to activate the effect "■Choose 1 Pilot card that is Lv.5 or higher from your trash. Add it to your hand"?

No. If the effect choice requires choosing a target and you cannot choose that target, then this card cannot be played.
