Does this second effect' s " Choose 1 enemy Unit with the highest Lv" mean I choose one Unit that is Lv.8 when there are two Units that are Lv.8 and one Unit that is Lv.5 on the enemy' s field?

Yes. When there are multiple Units with the highest Lv., choose one of them.
