No. If the chosen effect requires the selection of a target, then this card can only be played if the target can be selected.
When there are no friendly Units or no enemy Units that are Lv.5 or higher in play, can I play this card and choose to activate the effect "Choose 1 friendly Unit and 1 enemy Unit that is Lv.5 or higher. Deal 2 damage to them"?
No. If the chosen effect requires the selection of a target, then this card can only be played if the target can be selected.
