Can I choose not to activate this 【Deploy】 effect even if there are four or more enemy Units in play?
No. If there are four or more enemy Units in play, you are forced to activate this effect up to and including the portion "look at the top 5 cards of your deck." Whether or not you add eligible cards among them to your hand is your choice.
